APM prevents logoff/shutdown/restart when RDP'ing to Windows Server 2003

description

When APM is running in the system notification area and you are using Remote Desktop to a Windows Server 2003 machine it is not possible to log off, restart or shutdown the machine. You must first exit APM. This did not occur with previous releases, nor does it occur when the RDP target is Server 2008.
 
When not using RDP log off etc is possible.
 
The event 1073 from USER32 is written to the system event log (With no useful data) I suspect this is something to do with registry

more likely this is something to do with the code to handle hiding in the tray which overrides wndprioc but this code hasn't changed since the previous release. this is weird.
